ASCI First Cohort Graduate Dr. Tsend Tsogt Appointed Chief Justice of Mongolia
On June 15, 2026, Dr. Tsend Tsogt, a graduate of the first cohort of ASCI's "the Transnational Doctoral Programs for Leading Professionals in Asian Countries," was appointed Chief Justice of the Supreme Court of Mongolia.
Dr. Tsogt enrolled in the Graduate School of Law at Nagoya University in October 2014 as an ASCI student. Under the supervision of Professor Katsuya Ichihashi, he pursued advanced legal studies and successfully completed the program in September 2017, earning a Doctor of Laws (LL.D.) degree.
During his schooling in Japan, he participated in an exchange program organized by Ogaki Kyoritsu Bank and visited Gifu Prefecture. During the visit, he toured the Gifu Prefectural Government and the Gifu District Court, where he showed a keen interest in learning about administrative procedures, including the processes involved in imposing administrative sanctions and the systems for statements of explanation and hearings when administrative decisions affect the interests of businesses or individuals. He also demonstrated a strong interest in Japan's judicial and administrative systems, including different types of litigation, the duration of court proceedings, and the use of information technology in court operations.
At the same time, he embraced Japanese culture. One memorable occasion was his participation in a traditional Japanese confectionery-making experience at a long-established wagashi shop, where he enjoyed learning Japanese culture.
We extend our heartfelt congratulations to Dr. Tsogt on his appointment. We are confident that he will demonstrate outstanding leadership in advancing Mongolia's judiciary and wish him continued success and distinction in all his future endeavors.
